Connecting a central change with a related effect
人口の増加に伴って、住宅の需要が増えました。 means that housing demand increased along with population growth. It presents population growth as the central development and links it to a related change in demand.
料金の変更に伴って、案内を更新しました。 says that information was updated in connection with a change in fees. A human response can follow, so both parts need not describe natural phenomena.
Presenting change as a noun or verb
利用者が増えるに伴って、窓口を増やしました。 uses a dictionary-form verb to connect increasing users with an increase in service counters. 利用者の増加に伴って packages the same central change as a noun.
Before a noun, use に伴う, as in 移転に伴う手続き. This means procedures associated with relocation; it does not require that those procedures can begin only after the relocation is complete.
Do not overstate the connection
技術の進歩に伴って、仕事の内容も変わりました。 says that work content changed along with technological advances. It does not also claim identical daily rates of change or that technology was the sole cause.
年を重ねるにつれて、好みが変わりました。 presents preferences naturally changing with age. に伴って also suits reports grouping related effects or responses, so consider which relationship the explanation puts at its center.
