訴える and 伝える: appealing for a response and conveying content

Identify the content, recipient, and desired response in appeals about noise or pain and in the transmission of meeting results or regional history.

Residents appeal for measures

「住民は騒音への対策を市に訴えた。」 identifies residents appealing to the city for measures against noise. The measures are the content of the appeal, and the city is its recipient.

Making that appeal is distinct from the city implementing measures. 訴える alone does not establish that the recipient acted or agreed.

A complaint of pain and conveyed results

「患者は朝から続く胸の痛みを訴えている。」 describes a patient complaining of chest pain continuing since morning. 訴える is not restricted to formal demands addressed to an institution.

「会議の結果を電話で担当者に伝えました。」 identifies meeting results conveyed to the person in charge by telephone. Separate the content, the recipient, and the means of delivery.

The purpose of an appeal and the role of transmission

「この祭りには地域の歴史を次の世代に伝える役割があります。」 describes the festival’s role in passing regional history to the next generation. It states a role, rather than a particular telephone delivery.

Read the response sought when a problem or pain is expressed with 訴える, and where information is directed with 伝える. Information being conveyed can include a request, so the presence of a request does not make the verbs mutually exclusive.

How do the content and recipients differ when residents 訴えた for noise measures and someone 伝えました the meeting results?

Show the answer and why

Residents appealed to the city for measures against noise. The meeting results were conveyed by telephone to the person in charge. Distinguish the response sought by the appeal from the information conveyed, without adding that either recipient acted or agreed.
