通る and 通す: a route and allowing passage
Compare a route taken with an object allowed through, and examine showing someone in and looking over material.
Where someone passes
毎朝、公園を通って駅へ行きます。 says that the speaker goes through the park to the station every morning. を with 通る, read とおる, marks the place passed through.
このバスは市役所の前を通りますか。 asks whether this bus passes in front of city hall. Passing a place does not necessarily mean stopping there.
Let people or thread pass through
係の人が客を会議室に通しました。 says that the attendant showed a guest into the meeting room. With 通す, read とおす, 客を is the person shown in.
針の穴に糸を通しました。 means that someone threaded a needle. 糸を is what passes through, and 針の穴に specifies the opening.
Interpret 目を通す
会議の前に資料に目を通してください。 asks someone to look over the material before the meeting. 目を通す means reading it over, not physically passing an eye through something.
目を通しましたが、細部はまだ確認していません。 says that someone looked it over but has not checked the details. 目を通す does not itself establish a detailed review.
Must a bus that 市役所の前を通る stop in front of city hall?
