承認 and 許可: approving a proposal and permitting an action

Compare plan approval with permission to take photographs, keeping the scope of each authorization clear.

Accepting a plan or application

承認, read しょうにん, means accepting or approving a plan or application. says that the new plan was approved at the meeting.

says that the application has not yet been approved. Read まだ together with the negative form.

Allowing an action

許可, read きょか, means permission for an action. says that taking photographs in this room requires permission.

says that permission to use something was obtained from the administrator. The context or permission details identify what may be used.

Overlap and the scope of permission

Accepting an application and permitting an action may happen together, so the words can overlap. Look for whether the focus is approval of a proposal or permission for an action.

says that the plan was approved, but photography permission is still pending. Plan approval does not establish photography permission.

Is photography also permitted in ?

Show the answer and why

That has not been established. The sentence separates plan approval from photography permission and says the latter is still pending.
