練習 and 訓練: practice and training

Compare repeated practice with systematic development of skills or responses.

Practicing a skill

練習 (れんしゅう) means practicing to become proficient. 「毎日ピアノを練習しています」 describes practicing the piano every day.

「練習ではできました」 says that it was possible in practice. It does not establish success in an actual performance or test.

Developing capacity and responses

訓練 (くんれん) means systematic training to develop needed abilities or actions. 「避難訓練に参加しました」 means participating in an evacuation drill.

「訓練を受けました」 means receiving training. A provider can say 「訓練を行いました」, so check the verb as well as the noun.

Overlap and typical combinations

練習 and 訓練 overlap in developing ability. 訓練 is not restricted to the military, nor 練習 to hobbies; consider the purpose and typical combinations.

「訓練の前に動きを練習しました」 means practicing movements before training. Distinguish the training from the preparatory practice of particular movements.

Does 「避難訓練でした」 establish that an actual disaster occurred?

Show the answer and why

No. It says that it was an evacuation drill, not an actual disaster.
