Passing and rejecting a proposal

Compare the passage of a budget or proposal with the rejection of an amendment. Separate the vote outcome from future implementation or the stated retention of an original plan.

A proposal passes

可決 means passage or approval. reports an assembly passing a new budget by a majority. This is the collective vote outcome for the proposal.

says a proposal was approved and will take effect next month. Its passage and the decision about future implementation are distinct.

A proposal is rejected

否決 means rejection or voting down. reports the legislature voting down a budget amendment by a majority. The rejected target is the amendment.

reports the committee rejecting a proposal, with the original plan remaining in place. Retention of the original plan is explicitly stated in this case.

The outcome and what follows it

可決 and 否決 identify whether a proposal passed or was rejected. They are not automatically equivalent to an individual expressing support or opposition, or to permission for a particular action.

The voting method and the retention of an original plan belong to the individual examples. They do not establish voting requirements for every organization or the effects of every rejected proposal.

What outcomes do 可決 of a new budget and 否決 of a budget amendment express?

Show the answer and why

可決 expresses that the budget passed in a vote, while 否決 expresses that the amendment was rejected. These proposal outcomes differ from an individual’s supportive statement or permission for an action.
