住民 and 市民: residents, citizens, and the city's role
Read 住民 and 市民 as participants, recipients of a city explanation, and an audience for courses. Distinguish the city from the people without adding nationality, eligibility rules, or universal participation.
住民: joining a cleanup and receiving an explanation
住民 (じゅうみん) identifies residents of an area. 「地域の住民が公園の清掃に参加した。」 means “Local residents participated in cleaning the park.” 住民が identifies the participants. The sentence should not be expanded into a claim that every resident in the area took part.
「市は工事前に住民へ計画を説明した。」 means “The city explained the plan to residents before construction began.” The city is the actor explaining the plan, and 住民へ identifies the recipients. Keep the timing before construction and do not reverse the roles into residents explaining a plan to the city.
市民: people giving opinions and the audience for a course
市民 (しみん) names the citizens in these scenes. 「市民が公園の整備計画について意見を出した。」 means “Citizens shared their opinions on the park plan.” The citizens give the opinions, and the park improvement plan is what their opinions concern.
「図書館では市民向けの講座が毎月開かれる。」 means “The library holds a course for citizens every month.” 市民向け identifies the intended audience. A monthly course for citizens does not establish that every citizen attended or that a particular legal qualification was required.
Follow the people's roles as well as their names
Residents participating in a cleanup and citizens giving opinions are actors in their respective sentences. In the city explanation, the city acts and the residents receive the explanation. In the library sentence, citizens are the course's audience, while actual attendance numbers are not given.
住民 and 市民 can refer to overlapping groups, but these examples do not define nationality, voting rights, or benefit eligibility. Read the verbs and markers to identify participants and recipients. A group name alone does not establish administrative rights or prove that every member participated.
Who explained the plan to whom in 「市は工事前に住民へ計画を説明した」?
Show the answer and why
