The ceremony will be held at the civic hall.

Structure: において follows a noun for a location, event, or field and formally identifies the setting in which something takes place.
Basic usage: 式典は市民会館において行われます。 announces the venue of a ceremony in a formal register.

Setting versus destination
- 会館において行う marks where an activity takes place and corresponds to 会館で行う. It is not a parallel replacement for the destination marker へ in 会館へ行く.
Before a noun
- 会議において説明する identifies the setting of an explanation, while 会議における説明 is a noun phrase meaning an explanation at the meeting. における can connect the setting to a following noun.
