暫定: a temporary office and a provisional plan

Read the community center's construction-period office use alongside a provisional plan the committee presented and gathered opinions on.

An interim use and a provisional proposal

暫定 (ざんてい) means temporary or provisional. 暫定の事務所 describes the interim character of an office, while 暫定案 describes the provisional status of a plan.

Track the construction-period setting separately from the committee's actions. One example concerns the use of a place; the other concerns a proposal that was presented and the opinions that were gathered.

Office use and two completed committee actions

「工事中は公民館を暫定の事務所として使う。」 (During construction, the community center will serve as a temporary office.) The community center will serve as an office during 工事中, the construction period. The temporary use is tied to that setting; the sentence gives no completed construction or permanent conversion into an office.

「委員会が暫定案を示し、意見を募った。」 (The committee presented a provisional plan and gathered opinions.) The committee actually presented the plan and gathered opinions. 示し and 募った connect those actions. Reading the collection of opinions as only a future purpose would lose part of what the sentence reports.

What the provisional plan's status tells you

A 暫定案 can still be provisional after it has been presented and opinions have been gathered. Those completed actions do not supply a final adoption of the plan.

In the office example, identify the place and the period of its temporary use. In the committee example, identify the plan presented and the opinions gathered. Keep each provisional status attached to its own arrangement.

What did the committee actually do in the 暫定案 example?

Show the answer and why

It presented a provisional plan and gathered opinions. Both are reported actions; the sentence does not state that the plan was finally adopted.
