運賃 and 料金: transport fares and service charges
Distinguish transport costs from broader charges and read included or separate items.
A transport fare
運賃 (うんちん) means the charge for transporting people or goods. 「駅までの運賃を調べました」 means checking the fare to the station.
「運賃は距離によって変わります」 says fares in this notice vary by distance. Do not turn it into a universal rule for every transport service.
A service charge
料金 (りょうきん) means a charge for using a service or facility. 「施設の利用料金を払いました」 means paying the facility's usage charge.
「料金を確認してください」 asks someone to check the charge. It does not establish completed payment.
Included items
「料金には運賃を含みます」 says the charge includes the fare. Do not read it as requiring that fare again separately.
「運賃は別です」 says the fare is separate. It does not give the amount of that separate fare.
Does 「料金には運賃を含みます」 make the fare a separate charge?
Show the answer and why
No. It includes the fare within the stated charge.
