受け取る and 受け入れる: receiving a document and accepting its content
Distinguish receiving a proposal document from accepting the proposal. Also read the interpretation sense of 受け取る rather than restricting it to physical receipt.
Receive luggage or documents
受け取る, read うけとる, means receive. 受付で荷物を受け取った。 says that someone received luggage at reception.
The object is luggage and the action is receipt. For a document such as a proposal, distinguish receiving the document from accepting its content.
Accept people or a result
受け入れる, read うけいれる, means accept or take in. 学校は海外からの研修生を受け入れた。 says that the school accepted trainees from overseas.
This example reports taking in the trainees. Its object and action differ from information about where or by whom a document was received.
The interpretation use of 受け取る
彼の短い返事を同意だと受け取る人もいた。 says that some people interpreted his short reply as agreement.
受け取る can express interpretation in context. Explain the selected document-receipt and proposal-acceptance contrast without limiting the verb to physical receipt.
