Find the criterion and what is adjusted
参加者の経験に応じて、課題を変えます。 means varying tasks to suit participants' experience. Experience is the criterion; the tasks are what is adjusted.
人数に応じて、部屋の広さを選びます。 means choosing a room size appropriate to the number of people. It does not require a mathematical ratio such as twice as many people always needing exactly twice the space.
Conditions that are not yet settled
天候に応じて、開始時刻を変更することがあります。 announces that the starting time may sometimes change according to the weather. A change is not certain; ことがあります leaves it as a possibility.
必要に応じて、追加の資料をお送りします。 means that additional materials will be sent as needed. 必要 is a noun serving as the criterion; this is not a report that everyone has already received materials.
Reflecting or disregarding a condition
経験にかかわらず、同じ課題を出します。 says that differences in experience do not affect task selection. Compared with 経験に応じて, the issue is whether experience is taken into account or disregarded.
Before a noun, use 経験に応じた課題. This describes tasks suited to a level of experience, not merely something that happened because of experience.
