に限り: limiting people or dates in notices
Read conditions applying only to members or particular dates. Separate the restricted scope from permission or free admission, and compare に限らず and conditional 限り.
Restricting eligible users
この部屋は会員に限り利用できます。 means that only members may use this room. に限り follows the noun 会員 to set the boundary of eligible users.
The sentence does not guarantee that every member can enter at any time. Opening hours or reservation rules may still apply, so distinguish the restriction on users from other conditions of use.
Dates and groups qualifying for a benefit
本日に限り、入場無料です。 announces free admission for today only. It does not say the venue opens only today or that entry itself will be forbidden tomorrow.
学生に限り、料金が半額になります。 makes the half-price rate available only to students. Nonstudents are excluded from the discount, not necessarily from entering.
Different boundaries expressed by 限り
会員に限らず利用できます。 extends access beyond members. に限り and に限らず lead to different conclusions in a notice, so do not judge eligibility from the noun alone.
学生である限り利用できます。 makes access conditional on remaining a student. 学生に限り restricts the category of users; the practical outcome can overlap, but maintaining a state differs in focus from defining a group.
