General Rules and a Vacancy Exception
Read a library rule separately from a reservation example with an exception for available seats. Identify the stated exception without assigning both examples to one facility.
General rules and fairness
— “As a general rule, eating and drinking are not allowed in the library.” The library generally prohibits eating and drinking. 原則として identifies a rule that ordinarily applies.
— “Even when opinions differ, we should uphold the principle of fairness.” The principle of fairness should be upheld even when opinions differ. This obligation does not report that the opinions have become unanimous.
The condition for an exception
— “Reservations are generally required, except when seats are available.” Reservations are normally required, with an exception when seats are available. The exception concerns vacancies, rather than a place already reserved.
— “Not every rule has exceptions.” The sentence qualifies the idea that every rule has exceptions. It does not state that no rules ever have exceptions.
Find the rule the exception qualifies
The reservation example contains both 原則 and 例外. Read how the usual reservation requirement is qualified by the condition of available seats.
The library prohibition and the reservation notice are separate examples. The reservation location is unspecified; it is not presented as an exception to the library food rule.
Show the answer and why
A reservation is normally required, except when seats are available. This is a separate example from the library prohibition of food and drink.
