噴火 and 火山: a drill, no eruption and volcano representations

Compare 噴火 in preparation and explicit negation with 火山 in a model and a painting. Separate the eruption event from the represented volcano.

噴火に備え and the evacuation drill

噴火 (ふんか) means eruption or volcanic eruption. 「火山の噴火に備え、住民が避難訓練を行った。」 means “Residents conducted an evacuation drill in preparation for a volcanic eruption.” The residents' reported action is a drill preparing for an eruption.

噴火に備え names the event for which the drill prepares. Conducting the drill does not report an actual eruption or an evacuation caused by one.

The negation in 噴火には至らなかった

「山頂付近から煙が上がったが、噴火には至らなかった。」 means “Smoke rose near the summit, but no eruption followed.” Smoke rising near the summit and no eruption following are both stated.

噴火には至らなかった negates reaching an eruption; it does not erase the smoke. Treating the smoke as evidence of a completed eruption would also discard the explicit negation.

火山 in a model and a painting

火山 (かざん) means volcano. 「理科室に火山の大きな模型があります。」 means “There is a large volcano model in the science room.” The object in the science room is a large model, not an actual eruption observation.

「遠くの火山を背景に村の絵を描いた。」 means “I painted the town with a distant volcano in the background.” The distant volcano is the painting's background. Keep the model and picture as representations, separate from the eruption event and from current hazard information.

Do 煙が上がったが噴火には至らなかった and 火山の模型がある report an actual eruption?

Show the answer and why

The first says smoke rose but no eruption followed; the second states the presence of a volcano model. Smoke, a model and a preparation drill are not combined into a reported actual eruption.
