Leave a place or take an object out
出る can mark the place someone leaves with を. 毎朝七時半に家を出ます。 uses 家を for the point of departure, rather than for a direct object of 出る.
出す is used to take an object out from inside something. 冷蔵庫から牛乳を出しました。 marks the milk taken out with を and its source with 冷蔵庫から.
Attend with 出る and submit with 出す
Use に with 出る to describe attending a class, meeting, or event. 今日はオンライン会議に出ます。 says that the speaker will attend an online meeting today.
A document or assignment being submitted takes を with 出す. 金曜日までに申請書を出してください。 asks for an application to be submitted by Friday, with the deadline marked by までに.
When sounds and ideas emerge
古いラジオから音が出ません。 says that no sound comes out of an old radio. In a library, 音を出さないでください。 asks someone not to make a sound, using 出す.
いい案が出ました。 says that a good idea emerged in a meeting. 私が新しい案を出しました。 says that the speaker proposed a new idea. Even with 案, が marks what emerged, while を marks what someone put forward.
