〜をも辞さない

willing to go so far as

Indicates a readiness to use even a burdensome or confrontational measure in order to achieve an important goal.

Examples

住民の安全を守るためなら、計画の全面撤回をも辞さない。

If that is what it takes to protect the residents' safety, we are willing to withdraw the plan entirely.

必要なら、計画の変更をも辞さない。

If necessary, we are willing to change the plan.

目的を達成するためには、方針の転換をも辞さない。

To achieve our objective, we are willing to go so far as to change our policy.

Structure: Attach をも辞さない to a burdensome measure to express readiness to go that far for a purpose. 辞さない is read じさない.
Basic usage: 必要なら、計画の変更をも辞さない。 means being willing to go as far as changing the plan if necessary.

Conditional resolve versus reporting completion
- 必要なら、変更をも辞さない states resolve about a measure to take if the need arises. It differs in timing and stance from reporting an already completed change with 計画を変更した.
