Presents an unexpected fact as the topic and then expresses surprise or a critical reaction to it.

Examples

あれほど慎重な彼が資料を確認せずに提出するとは、意外だった。

It was surprising that someone as cautious as he is would submit the documents without checking them.

彼が急に辞めるとは、誰も思わなかった。

No one imagined that he would suddenly quit.

長年の友が私を疑うとは、悲しかった。

I was saddened that a longtime friend would doubt me.

Structure: Attach とは to a clause describing an unexpected event to emphasize surprise, disappointment, or admiration at it.
Basic usage: 長年の友が私を疑うとは、悲しかった。 means that it was sad to find that a longtime friend doubted the speaker.
