Temporarily removes one topic from the current discussion and shifts attention to another, more important one.

Examples

費用の問題はさておき、まず安全性を検討しよう。

Setting aside the question of cost, let us first examine safety.

細かい違いはさておき、二つの案は似ている。

Leaving aside the minor differences, the two proposals are similar.

責任の話はさておき、今は被害を防ぐことが先だ。

Setting aside the question of responsibility, preventing further harm comes first right now.

Structure: はさておき after a noun topic temporarily sets that issue aside in the discussion.
Basic usage: 費用の問題はさておき、まず安全性を検討しよう。 shifts attention from cost to examining safety first.

Postponing a topic versus excluding a consideration
- 費用はさておき postpones discussion of cost, whereas 費用を考えずに決める describes deciding without considering cost. The former alone does not exclude cost from the eventual decision.
