Indicates that an expected result does not always follow even when a certain condition holds.

Examples

高価な道具を使えば、必ず上達するというものではない。

Using expensive tools does not necessarily mean that you will improve.

努力すれば必ず成功するというものではない。

Making an effort does not necessarily guarantee success.

知識が多ければ良い判断ができるというものではない。

Having a great deal of knowledge does not necessarily enable good judgment.

Structure: というものではない follows a judgment and rejects treating it as a uniform rule.
Basic usage: 努力すれば必ず成功するというものではない。 says that making an effort does not invariably lead to success.

A useful condition versus a sufficient guarantee
- 高価な道具を使えば、必ず上達するというものではない denies that expensive tools alone guarantee improvement. It does not deny that tools can help at all.
Scope of the negative
- というものではない negates the whole claim 必ず成功する. Replacing it with 必ず成功しない instead moves toward certain non-success, changing the scope of the judgment.
