Structure: を問わず follows a category noun and excludes differences in that category from eligibility or other conditions.
Basic usage: 国籍を問わず応募できます。 says that people may apply regardless of nationality.

Scope of the unrestricted category
- 年齢を問わず参加できる removes age restrictions. It does not guarantee the absence of separate conditions such as a fee or an application deadline.
Unlike merely not asking
- 国籍を問わず removes nationality as a selection condition. Its focus differs from 国籍を聞かずに, which simply describes not asking about nationality.
