Indicates that an ability or level of quality is below the subject used as the standard of comparison.

Structure: に及ばない after a comparison standard means falling short of it in quantity, scale, ability, or a similar dimension.
Basic usage: 今年の収穫は、昨年の記録には及ばない。 compares this year's harvest as smaller than last year's record.

The standard and added emphasis
- に in 昨年の記録には及ばない marks the standard, and the added は sets that standard in contrast. も in 足元にも及ばない emphasizes a large gap by saying one does not even come close.
The lack-of-necessity use
- 心配するには及ばない means there is no need to worry. Unlike に及ばない after a noun naming a comparison standard, this use denies the need for the preceding action.
