Formally indicates reaching a particular stage or result after a series of steps.

Structure: に至る（にいたる） formally describes reaching a result or stage through a sequence of developments.
Basic usage: 長い交渉の末、両社は合意に至った。 means that the two companies reached agreement after lengthy negotiations.

Whether the result was reached
- 合意に至った reports reaching agreement, while 合意には至らなかった says that stage was not reached. The latter's は focuses on the endpoint of agreement, separately from whether discussions occurred.
